The Guildhall Selectboard hereby provides notice of a public hearing being held pursuant to 24 V.S.A. § 4444 for the purpose of hearing public comments concerning the proposed changes to the Guildhall Zoning Bylaw. < Click Here >
The public hearing has been scheduled for August 18, 2026 (Tuesday) at 6:00 p.m. at the Guildhall Town Office. Statement of Purpose: The proposed changes to the Guildhall Zoning Bylaw (known hereafter as “Bylaw”) shall incorporate subdivision regulations and become a “Unified Development Bylaw” in accordance with 24 V.S.A. § 4419.
The proposed changes will also serve the following purposes:
•Clarify review processes for proposed development of non-frontage lots;
•Merge the Alternative Energy & Forest Conservation District with the Forest Conservation District
•Identify the boundaries of the Historical Design Review District and clarify a process for reviewing proposed development. •Consolidate all development review processes into a single Article IX, Administration and Enforcement. This section also allows for Site Plan Review and Approval and clarifies that all development review functions are the responsibility of the Zoning Board of Adjustment
•Comply with amendments 24 V.S.A. Chapter 117. Statutory amendments include the HOME Act, Act 181, S.325, and H.491. •Establish new definitions for “Development Review”, “Fill”, “Grading”, “Private Road”, “Town Highway, Class 2”, “Town Highway, Class 3”, Town Highway, Class 4”, and “Trail”.
Geographic Area Affected:
The Bylaw changes shall apply to all areas in the Town of Guildhall, Vermont.
